What actions, if any, should be taken by the Office of Travel & Tourism Industries of Hainan Island in China to enhance attraction to not only domestic, but also foreign tourists?
The client is Office of Travel & Tourism Industries. Hainan Island is the southernmost province of China. The tropical scenery and soft beaches are the signature of this island. I will use what I learn in this semester to find optimal innovation policy for OTTI to attract more tourist.
I like your policy question. It is pretty specific and neutral. You specify your client very clearly and do not propose any solution to the problem right away. However, you might want to think, does the Hainan Island really need not only domestic but also foreign tourists? I think you are assuming that there is a problem that there are few or no tourists on the island, but, in reality, is this a problem? Have there been any petitions from local people or businesses that they want more tourists on their land? Or maybe there are some rare and endangered species living on that island that should better stay protected from destruction by tourists? And, finally, why particularly this island? Why not to promote tourism in other provinces of China? If you justify that the lack of tourism is a problem for this island, then this question seems totally fine.

I agree your point which mentioned that not only domestic tourists should be attracted by Hainan Island, but also the foreign tourist. Because, I believe that those tourist will bring a lot of business benefit for local government. So, the policy innovation is important.
I think you can provide more information about current situation. Such as, what has occurred, and what the current policy is. Also, you can provide some data to prove the importance of the tourists that how they contribute to the local business. It will help to understand the problem more deeply.
